Nearly every application has a user management system. Yet no such system is widely available for this common need. JGUM aims to change that.

Mike's interview with The Server Side discussing (among many other things) OSUser.
OSUser is likely a very good solution given that its being leveraged in Jira and Confluence however an 'official' download is not currently available and even if it were JGUM has some different goals. Additionally JGUM has a web based admin GUI which is highly functional (if not yet aesthetically pleasing).
